Textbook Approval Regulation Will be Changed According to the new National Curriculum

Implementation of the newly approved National Curriculum will be launched on September 15, 2011. At the initial level, new National Curriculum will be introduced at the first level (I-VI forms). Changes will be developed at the second and the third levels from 2012.

In line with the development of the new National Curriculum at schools, all approved textbooks will be abolished automatically and the books will be approved according to the new approval regulation.

MES announced competition for the textbooks of I-VI forms according to the new approval regulation. The competition will last till March. The competition for the textbooks of VII-XII forms will be announced in November, 2011.

According to the new approval regulation, the textbooks should satisfy following requirements:

  • Textbooks that will comply with the technical parameters, defined by the new National Curriculum will be approved.
  • Individuals  as well as legal entities will be able to obtain the approval;
  • Textbooks that will be presented by individuals or the legal entities and will fully cover the subject matter course of the first level will be approved.
  • According to the new National Curriculum, compulsory content  - 60% in humanitarian subjects and 80% in natural sciences will be introduced in the subject matter standards;
  • If the textbook is approved, the state automatically becomes co-owner of the approved textbook.
  • All individual or legal entities who will pay 25% of the defined gain to the owner of the copyright are able to print the approved textbook.
  • State and in this case MES has the right to purchase the copyright based on the agreement with the owner of the copyright.
