Ministry of Education and Science of Georgia declares that the announcement of the former Director of National Examination Center Maia Miminoshvili regarding the issuance of false high school diplomas is far from truth.
In particular:
In 2011, according to the Law on General Education, the Order of the Minister of Education and Science of Georgia Dimitri Shashkini defined the issuance of special series high school diplomas. The exception was made for those school students who had not registered for the exams or had not crossed minimal competency barrier.
In 2010-2011 academic year, 298 school students received special series high school diplomas. These diplomas were granted to Azeri and Armenian School students, who had not crossed minimal competency barrier because of their lack of knowledge of Georgia language. 14 special series high school diplomas to those gifted school students, who had got enrolled in different universities abroad before the end of Georgian academic year. Those students, who have been granted with special series high school diplomas, do not have the right to study at authorized higher education institutions of Georgia.
The Ministry claims that the reform initiated by the Minister of Education and Science of Georgia, Mr. Dimitri Shashkini entirely dismisses even theoretical feasibility of issuance of false high school diplomas. By the initiative of the Minister, a new model was introduced. The tradition according to which high school diplomas were filled out and issued by school principles has been changed and centralized issuance of high school diplomas via electronic data base has been introduced. National Examinations Center is the only body with access to the electronic data base that eliminates all chances of issuance of false high school diplomas by the Ministry.
According to criminal law of Georgia inclusion of false information in the official documents is considered forgery that has never taken place during the issuance of special series high school diplomas, being under strict registration of the Ministry of Justice with all protective mechanisms determined by law.
