Changes to the budget for 2012

Deputy Minister of Education and Science of Georgia Tamar Sanikidze held a briefing regarding the issues of the budget for the year 2012 and changes to the project of the budget for 2013.

More than 7.5 million GEL was saved as a result of mobilization of internal resources of the budget for 2012:

  • Up to 2.4 million GEL was allocated for financing tuition fee (2012-2013) for those students whose families were affected by natural disaster in Kakheti this year.
  • 5 million GEL will be allocated for teachers and administrative and technical personnel of public schools. Bonuses will reach 60-65 GEL for New Year.

Changes will be made to the budget for 2013

  • Budget for the upcoming year has increased by 61 700 GEL (608 300 GEL in 2012;  670 000 for 2013)
  • Initial project for 2013 was reviewed for optimization. As a result, approximately 35 million GEL has been mobilized from the existing resource.

The abovementioned additional and mobilized resource, 96 700 million GEL in total, will be used for the following activities in 2013:

  1. State education grant for Bachelor students has increased (10.26 million GEL additionally). In the framework of increased funding, in cooperation with institutions of higher education, a number of programs will be singled out and they will be free of charge. Grant program constituting 11 million GEL will be maintained.
  2. Phd programs will be financed starting from the upcoming year (1 million GEL);
  3. Financing of students will increase in the framework of Social Program, this refers to BA as well as MA students (1.4 million GEL additionally);
  4. 2.4 million GEL was allocated for covering tuition fees of those students affected by the natural disaster which happened in Kakheti this year.
  5. It is planned to increase salaries of teachers in public schools by 70-80 GEL per month from the upcoming year (50 million GEL additionally);
  6. A special program was elaborated for those pupils who had to walk to reach school. In the framework of the abovementioned program more than 9000 pupils of 190 public schools will be provided with transport to reach schools (2.6 million GEL);
  7. Apart from the projects and activities determined by the budget, Fund for rehabilitation and development of science was set up additionally (5 million GEL);
  8. Financing of National Academy of Sciences and Academy of Agricultural Sciences has increased (585 thousand GEL additionally)
  9. Financing of a number of research institutions has increased (192 thousand GEL additionally);

10.  State scholarships for students will be increased and doubled (1.75 million GEL additionally);

11.  In order to increase accessibility to and quality enhancement of vocational education, special textbooks and education programs will be worked out and implemented in vocational colleges. (1.45 million GEL additionally)

12.  14.5 million GEL will be allocated additionally for infrastructural rehabilitation of educational institutions.

13.  Those teachers whose salary is 150-500 GEL will be paid a bonus or a thirteenth salary in the beginning of 2014 and the amount will constitute 360 GEL.
