In order to ensure the access to education for all citizens, the Ministry of Education and Science in collaboration with the United Nations Children's Fund (UNICEF) and the Ministry of Health, implemented the program - "Second Chance for Education." The program was set up due to a sad reality, that in Georgia there are people, who are left outside the formal education system (Gypsies, children living in the streets, repatriared persons, ethnic minorities, and etc.).
At this stage, an institutional strengtheting of the program is taking place, under which the Deputy Minister – Ms. Lia Gigauri, the regional consultant of UNICEF – Ms. Leticia Antonovich, and other parties participating in the program held a business meeting, discussing the various aspects of the program, the responsibilities of public schools, the identification mechanisms of people who lack formal education, the roles and responsibilities of day care centers, alternative education programs and the concept of mobile school, which has been sucssessfully implemented in many developed countries. Moreover, during the course of the business meeting, it was noted that the Ministry of Education and Science of Georgia will develop the concept of receiving a second education and develop a general plan of action.
