According to the order of the Minister of Education and Science of Georgia, the rule of external observation was approved within the framework of commencement of teachers’ activities, professional development and career advancement scheme. The rule regulates the processes related to external observation in order to observe the lessons conducted by the senior teacher. Registration for external observations will be announced by September next year.
A senior teacher, willing to obtain the status of leading teacher and meeting one of the following requirements, shall be entitled to pass the external observation:
Registration for external observation is announced twice during the academic year. The registration is carried out electronically, the application, filled by the teacher, should indicate - the subject taught by him/her, in which he/she wishes to pass the external observation; class, where he/she intends to conduct the lessons for external observation; the hourly load of the subject during a week.
A group of external observers consists of two members - one of the members is the facilitator of the subject / subject group, to the lesson of whose subject the external observation will be conducted. The Teachers’ House will select him/her from another school located in the adjacent region.
The second member should be a person with an academic degree relevant to the subject / subject group of the lesson to be observed and should meet one of the following requirements: must have at least three-year experience of teacher in the direction of subject of the lesson to be assessed; must have experience in conducting the study process in the vocational and / or higher education institution in the direction of the relevant subject; must have the status of the leading teacher / mentor and the experience of teaching the relevant subject of the lesson to be assessed; he/she should have successfully completed external observation.
External observation consists of 4 stages: pre-lesson meeting; observation on lesson; post-lesson meeting; assessment of the lesson.
External observation is conducted on one of the 5 lessons suggested by the teacher. Each member of the group of external observers, using the lesson assessment rubric, shall independently assess the lesson conducted by the teacher. The maximum score of the lesson is 32, the lesson will be considered positively assessed if he/she accumulates 75% of the average arithmetic scores calculated by both members of the external observer group, at least 24 points. In the sports subject, the maximum score of lessons is 28. The lesson will be considered positively assessed if the teacher collects at least 21 points. If the teacher gets a negative assessment, he / she will be permitted to be re-observed in next academic year.
