One of the major changes within the Education Reform is the creation and implementation of the new system of assessment and evaluation. Works in this direction have been actively underway in the recent months.
A thorough study of the Unified National Exams and the Examinations System was conducted. Accordingly, the new model of evaluation brings up the new challenges in the mix. It is important to note, that all changes were made to the echo the students' interests:
The principle of the new model is oriented on quality and the following:
Strengthening the role of the school, orientation towards the outcome and not the test,
Gradually increasing the autonomy of universities, thus giving them more influence,
In the course of preparation, the qualification exams will be lifted off for the the students of 11th grade in the 2018-2019 academic year. However, 12th grade exams will be conducted within the existing format and the rule of issuing the certificate shall not be changed. And those individuals, who have failed to overcome the barrier in one of the subjects in the previous years and have not received the certificate, have the right to register for the relevant exam.
In 2020, all entrance examinations will be conducted in three compulsory subjects: Georgian language and literature and foreign language exams will be mandatory. The third compulsory subject is defined by the programs of higher education: Mathematics - in case of technical fields, history - in the case of humanitarian fields.
Entrants will still be able to choose both technical and humanitarian programs. Universities have the right to add a relevant elective examination program (including general skills exam).
Universities, based on programs' priorities, will have the right to define the barrier for each examination subject:
- Enrollments will be made centrally by the National Assessment and Examinations Center.
- Rule of grant funding will be changed - a new list of compulsory subjects will be considered.
Consultations with universities and stakeholders will continue to improve the proposed model and to ensure the test system is fair and quality-oriented.
