The Ministry of Education and Science of Georgia asks the entrants to make sure whether the higher educational institution they chose is authorized or not.

In recent years in internet space, the entrants are increasingly offered to continue studying in different institutions without exams, where it is written that the student can continue to study in any other university he/she wants in the very first semester. Such offer is very risky because such institutions do not usually pass the necessary procedure for the implementation of educational activities by higher education institutions-authorization.

According to the Law of Georgia “On Higher Education”, authorization shall be mandatory for an independent legal entity founded on the territory of Georgia as well as for the branch of foreign higher education institution.

Not subject to authorization:

a) subject that performs educational activities:

a.a) which is not accompanied by issuance of document certifying qualification;

a.b) which is not part of the educational program awarding qualification;

a.c) which does not directly or indirectly relate to an educational qualifying program and has an independent learning outcome;

a.d) which does not end up with awarding of qualification;

b) Individual educational activities of individual, including in the field of professional training.

It should also be emphasized that according to the Criminal Code of Georgia, the issuance of document certifying education recognized by the state, or the use of the name of the general educational, vocational education, higher education institution without authorization is punishable.
