According to the new model, the Ministry shall elaborate standards and criteria of achievements. Along with this, the Ministry will ensure accessibility to basic components of school standards for every pupil. Resource centers shall maintain their functions of providing educational, legal and financial assistance together with monitoring and controlling of teachers and pupils’ progress. Functions of additional governing unit shall include planning and implementation of school policy on school district level.  

250-300 school districts shall operate throughout Georgia. They will serve approximately 10 schools. Each school district board shall have 9 members and the number will be fixed; majority of members (6 members) shall be elected, 1 member shall be approved by the Ministry of Education and Science, 1 member - by local self-government and 1 member by - Educational Resource Center.
